Town Administrator


The Town Administrator is a public official, appointed by the Town Council. In Lakewood Village, the Town Administrator also holds the statutory position of Town Secretary. The Town Administrator is at the forefront of the legislative and administrative processes in local government. In addition to statutory duties, the Town Administrator serves as a Town Officer, and the Director of the Office of Town Secretary which consists of elections administration, municipal court operations, records management, and public information. The Town Administrator is a non-political position that serves as the professional link between the citizens, the local governing bodies, and agencies of the government at all levels providing impartial and equal service to all.

Professor William Bennett Munro, the eminent political scientist, in 1934 wrote:

“No other office in municipal service has so many contracts. It serves the mayor, the city council, the citizens, and all departments without exception. All of them call upon it, almost daily, for some service or information. Its work is not spectacular, but it demands versatility, alertness, accuracy, and no end of patience. The public does not realize how many loose ends of city administration this office pulls together."

Linda Ruth began her tenure with the Town of Lakewood Village in June 2007.  Her municipal career began at the City of Lewisville in 1991 in Finance Administration.  She has also served the Town of Hickory Creek as their Town Secretary/Town administrator.  Linda is one of a very limited number of City Secretaries in the state that has earned certification as a Texas Registered Municipal Clerk through a university program sanctioned by the 69th Texas Legislature.  In 2017 Linda also achieved Certified Municipal Clerk status making her one of fewer than 100 city secretaries in the State of Texas with the elite "CMC" designation.  Although she has worked for larger municipalities Linda says she much prefers a small municipality where she can build personal connections with the citizens she serves.
